This update includes new cases (since January 14, 2016) under investigation where serious harm and a connection to the actions of police is being investigated and updates to those cases where jurisdiction has been released. The Chief Civilian Director (CCD) will release jurisdiction if the preliminary steps of an investigation does not establish serious harm or a connection to police.
These are new cases where the IIO was notified and an investigation is underway. The preliminary step of every investigation is to establish if there is serious harm or a connection between the injuries and the actions or in actions of the police.
IIO 2016-000025 Langley RCMP (serious harm)
On October 7, 2015 at approximately 3:34 a.m. Langley RCMP responded to a call for assistance from BC Ambulance Service in a fast food restaurant parking lot. Upon arrival, officers attempted to arrest a male where an altercation occurred which resulted in the male being injured and transferred to hospital.
IIO 2016-000024 Surrey RCMP (serious harm)
On February 6, 2016 at 12:50 a.m. Surrey RCMP attempted to pullover a vehicle. The driver of the vehicle failed to stop for police and a chase ensued. During the chase the car crashed causing injuries to the driver. The driver was transported to hospital for treatment.
IIO 2016-000022 Surrey RCMP (serious harm)
On February 2, 2016 at 3:06 a.m. Surrey RCMP responded to a 911 call. Upon arrival officers took a male into custody. During the arrest a struggle ensued and the male was taken to hospital with injuries.
IIO 2016-000021 Victoria Police Department (serious harm)
On January 30, 2016 at approximately 10:14 p.m. Victoria Police Department responded to a complaint of a male causing a disturbance at a private residence. Officers located the subject of the complaint and a struggle ensued. The subject of the complaint was injured and transferred to hospital for treatment.
IIO 2016-000018 Vancouver Police Department (serious harm)
On January 30, 2016 at 9:57 p.m. VPD officers responded to reports of a male causing a disturbance. Officers located the male and in the process of taking him into custody a struggle ensued where both the officer and the affected person suffered injuries.
IIO 2016-000017 Campbell River RCMP (death)
On January 29, 2016 at 9 a.m. members of Campbell River RCMP responded to a call of a male in distress at a private residence. The male was found deceased by police shortly afterwards. The investigation is to determine if there is a connection between the death and the actions or inactions of police.
These are cases where the Chief Civilian Director has released jurisdiction in the absence of serious harm or a connection between the serious harm and the actions or inactions of police.
IIO 2015-0000182 Surrey RCMP (no serious harm)
IIO 2016-000020 Fort St. John RCMP (no connection)
The CCD has reviewed the investigation and determined that no officer committed an offence.
