Surrey, B.C. — The Independent Investigations Office (IIO) of BC has now completed its investigation into the injuries of a man during an arrest in Vancouver (IIO 2025-011).
Just before 8:00 p.m. on January 9, 2025, officers saw a man enter a business in the 2000 block of W 4th Avenue. The man was known by officers to have outstanding warrants for his arrest and is alleged to have stolen items from the store.
When the man attempted to leave the store, the officers told him he was under arrest. The man sustained a dog bite injury while being taken into custody.
The IIO was notified of the incident shortly after it occurred and began an investigation.
The Chief Civilian Director has now reviewed the evidence – including video footage, medical information, and police records – and determined that the injuries do not meet the threshold of serious harm, as defined by the Police Act.
The IIO investigation is now concluded.
Background
The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
