Surrey, B.C. — The Independent Investigations Office (IIO) of BC has now closed the investigation into the injury sustained by one person while in the custody of the Vancouver Police Department (VPD) (IIO 2024-096).

At about 12:45 a.m. on February 13, 2024, the affected person was taken into custody as they were intoxicated and considered unable to care for themselves, and they were transported to the VPD jail.

The Interim Chief Civilian Director (CCD) has reviewed the evidence – including medical information, video footage, and police information – and determined that, although it was initially reported that medical information had confirmed that the affected person sustained a serious injury, subsequent inquiries by IIO investigators confirmed that the injury does not meet the threshold of serious harm as defined under the Police Act.

The IIO investigation is now concluded. As the OPCC notified the IIO of this matter, the OPCC has been notified of the IIO investigation conclusion.

Background

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
