IIO Concludes Investigation into March 2023 Incident in Surrey (2024-194)

Surrey, B.C. — The Independent Investigations Office (IIO) of BC has now completed its investigation into a motor vehicle incident that occurred on March 30, 2023 (IIO 2024-194).

Around 10 p.m. on March 30, 2023, a vehicle driven by an RCMP officer, accompanied by a member of a municipal police department, observed a U-Haul truck in Surrey.

A short time later, police came across the U-Haul truck which had been involved in a collision with three other vehicles on 80 Avenue near 176 Street, a white 2020 Land Rover, a white 2016 Kia Forte and a black 2006 Hummer H3.

The driver of the Kia sustained serious injuries in the collision.

The IIO was notified of the incident on August 16, 2024 and began an investigation.

The chief civilian director has now reviewed the evidence collected by IIO investigators – including medical records, police reports, video footage and witness accounts – and has determined that the IIO file will not be referred to the BC Prosecution Service.

This matter has been returned to the RCMP for review and to determine whether any further action is appropriate under the RCMP Act.

The IIO investigation is now concluded.

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
