Surrey, B.C. — The Independent Investigations Office (IIO) of BC has now completed its investigation into the October 2025 injury of a man in New Westminster (IIO 2025-247).

Just before 4:30 p.m. on October 22, 2025, police responded to a residential building on Carnarvon Street after receiving information about a man reported to be in violation of his parole conditions.

When officers entered the man’s second floor unit, they were initially unable to locate him but noted the window was open. Officers found the man shortly thereafter on the ground nearby where he had been injured after apparently exiting from the window.

The IIO was notified of the incident shortly after it happened and began an investigation.

The chief civilian director has reviewed the evidence, including a statement from the affected person, medical and scene evidence, and police reports, and determined that there is no connection between police actions and the man’s injury.

The IIO investigation is now concluded.

Background

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
