IIO Concludes Investigation into October 2025 Motor Vehicle Incident in Telkwa (2025-248)

Surrey, B.C. — The Independent Investigations Office (IIO) of BC has now completed its investigation into a motor vehicle incident where one  man was injured (IIO 2025-248).

At about 9:45 a.m. on October 26, 2025, the RCMP received a report of an erratic driver of a burgundy Dodge truck travelling westbound on Highway 16 near Hungry Hill. This report was broadcast to other officers in the area.

Shortly after, members of the BC Conservation Officer Service (COS) were driving in the area when they observed a vehicle matching the RCMP description and attempted to conduct a traffic stop. The vehicle stopped near Walcott Road but drove away as conservation officers approached. COS officers de-activated emergency equipment and followed at a distance while providing updates about the truck’s location back to police, as it headed towards Telkwa.

Just after 10:00 a.m., a 911 call reported that a truck had left the road and gone down an embankment near Telkwa. COS Officers arrived on scene and administered first aid to the male driver. Police and Emergency Health Services attended, and the man was extracted from his vehicle and transported to a hospital for treatment. The man was not seriously injured in the collision.

The chief civilian director has reviewed the evidence collected by IIO investigators, including medical records, statements from the affected person and witnesses, GPS data from the conservation officers, and police reports, and determined the man’s injuries resulting from the collision do not meet the threshold for serious harm, as defined by the Police Act. In addition, there is no connection between the actions of the conservation officers and the collision.

The IIO investigation is now concluded.

Background

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
