IIO Concludes Investigation into the Death of One Man in Delta (2023-316)

Surrey, B.C. — The Independent Investigations Office of BC (IIO) has concluded its investigation into the death of one man in Delta on October 23, 2023. The IIO was notified of the incident the same day.

At approximately 1:56 p.m., officers responded to a call of man in distress on the Alex Fraser Bridge. Upon arrival, officers initially found the Affected Person standing outside of the railing on the side of the bridge.

Officers attempted to communicate with the AP. Efforts to get the AP to leave the bridge were unsuccessful and the man was later pronounced deceased at the scene.

On behalf of the Chief Civilian Director, the IIO’s General Counsel has reviewed the evidence – including video, witness statements, vehicle data, and police information – and determined there are no reasonable grounds to believe that any officer committed an offence. Based on the available evidence, police actions could not have prevented this tragic death.

The IIO investigation is now concluded.

The IIO is the independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
