IIO Concludes Investigation into a January 2025 Arrest in Courtenay (2025-135)

At around 11:00 p.m. on January 5, 2025, police responded to a call about an allegedly impaired driver in the 2300 block of Mansfield Drive. Police later located a Cadillac Escalade SUV matching the description provided by the caller in the parking lot of a hotel in the 2200 block of Cliffe Avenue.
Officers located a man inside the Escalade and placed him under arrest. There was an interaction between the man and police, and the man suffered an injury in the process.
He was then taken to the hospital for treatment.
The IIO was notified of the incident in May 2025 and began an investigation.
The chief civilian director has reviewed the evidence collected by IIO investigators – including medical records, police reports and witness accounts – and has determined that the man’s injuries do not meet the threshold of serious harm, as defined by the Police Act.
The IIO is not providing more details regarding the nature of the interaction between the man and police as there is an outstanding concurrent police investigation currently underway. The IIO investigation is now concluded.

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
