Surrey, B.C. —The Independent Investigations Office (IIO) of BC has now completed its investigation into a motor vehicle incident that occurred in Surrey on January 21, 2026 (2026-018).

At around 5:25 a.m., a Surrey Police Service officer driving a marked police vehicle observed an allegedly stolen black Ford F-350 in the area of 88 Avenue and Holt Road. The F-350 drove away.

The F-350 was subsequently involved in a collision at the intersection of 88 Avenue and 128 Street with a dark-coloured Honda Accord, and a person riding a motorized scooter. The driver of the F-350 left the area on foot.

The rider of the scooter sustained serious injuries in the collision and was taken to a local hospital for treatment. The driver and sole occupant of the Accord was not seriously harmed.

The IIO was notified of the incident shortly after it occurred and commenced an investigation.

The chief civilian director has now reviewed the evidence collected by IIO investigators – including medical evidence, police records, statement from the affected person, police mobile data terminal (MDT) information including GPS and CCTV footage– and has determined that there is no connection between police actions and the man’s injury.

The IIO investigation is now concluded.

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
