IIO Investigating a Motor Vehicle Incident in Surrey (2026-018)

Surrey, B.C. — The Independent Investigations Office of BC (IIO) is investigating a motor vehicle incident that occurred this morning in Surrey.

Information provided by the Surrey Police Service states that at about 5:25 a.m. this morning (January 21, 2026), an officer driving a marked police vehicle observed an allegedly stolen black Ford F350 in the area of 88 Avenue and Holt Road. The F350 drove away.

The F350 was subsequently involved in a collision at the intersection of 88 Avenue and 128 Street with a dark-coloured Honda Accord, and a person riding a motorized scooter. The driver of the F350 left the area on foot.

The rider of the scooter sustained serious injuries in the collision and was taken to a local hospital for treatment. The driver and sole occupant of the Accord was not seriously harmed.

The IIO was notified shortly after the incident occurred and has begun an investigation.

There are two factors that the IIO considers at the beginning of each investigation:

  1. If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
  2. If there is a connection between the serious harm/death and officer action or inaction.

If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.

Background

The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
