Surrey, B.C. — The Independent Investigations Office of BC (IIO) is investigating the arrest of one man in Cranbrook.
Information provided by the RCMP states that at about 4:46 p.m. on October 5, 2024, police responded to a complaint of a domestic dispute near Mission Wasa Low Road and S. Kootnenay Reserve Road.
Officers arrived and found two men engaged in a dispute, and they were subsequently arrested. During the arrest, the affected person (AP) sustained injuries and was later transported to the local hospital for examination and treatment.
The IIO was first notified of the incident in 2024 and determined at the time that the AP’s injuries did not meet the threshold of serious harm.
In October 2025, subsequent information provided to the IIO indicated that the AP’s injuries were more serious than initially understood. Upon review, the IIO determined that the injuries met the threshold for serious harm.
There are two factors that the IIO considers at the beginning of each investigation:
- If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
- If there is a connection between the serious harm/death and officer action or inaction.
If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.

Background
The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
