Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to the arrest of a man in Delta on September 26, 2024.

Shortly after 5 p.m., Delta Police Department officers responded to a call about a man blocking customer access at a gas station near the intersection of 56th Street and 16th Avenue.

Police located the man and spoke to him before trying to detain him. Officers later used less-lethal force as well as a police dog to arrest the man.

During the interaction with police, the man suffered injuries. He was taken to the hospital for treatment and for assessment under the Mental Health Act and later released. He later required further medical treatment.

The IIO was notified about the incident in April of 2025 and is now investigating.

There are two factors that the IIO considers at the beginning of each investigation:

  1. If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
  2. If there is a connection between the serious harm/death and police action or inaction.

If both conditions are met, a fulsome investigation will review all available evidence so the chief civilian director can determine if there are reasonable grounds to believe an offence has been committed.

Background

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
