IIO is Seeking Witnesses to an Incident in West Vancouver (2026-276)

Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to an incident that occurred in West Vancouver on November 3, 2026.

Initial information provided by the West Vancouver Police Department (WVPD) states that around 5:30 a.m., police responded to 911 calls reporting that a man was trying to jump in front of southbound vehicles in the Cypress Creek area of Highway 99 near Strachan Point Road.

Officers from the WVPD responded to the scene and attempted to engage with the affected person (AP). The AP fled into the bush/ravine area.

A subsequent search, involving a police service dog and the Canadian Coast Guard, resulted in a man being recovered from Howe Sound north of 1 Strachan Point Road a short time later. Despite life-saving efforts by BC Emergency Health Services, the man was pronounced deceased.

IIO investigators would like to speak to anyone who witnessed the incident or who may have dash-cam footage or video recordings.

The IIO was notified of the incident shortly after it occurred and has commenced an investigation.

There are two factors that the IIO considers at the beginning of each investigation:

  1. If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
  2. If there is a connection between the serious harm/death and officer action or inaction.

If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.
