IIO is Seeking Witnesses to Arrest in Saanich (2025-181)
Case: 2025-181 Incident Date: July 15, 2025 Agency: Municipal Location: Saanich Detachment: Saanich Police Department Incident Classification: Serious Harm Case Status: Open - Investigation in ProgressSurrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to the arrest of a man in Saanich on July 15, 2025.
Information provided by the Saanich Police Department states that officers responded to the 4500-block of Granville Avenue around 7:30 p.m., after multiple 911 callers reported a man acting erratically in traffic. Additionally, police were told the man had reportedly threatened drivers.
Police located the man and attempted to arrest him. A police service dog was also used during the interaction and the man suffered injuries.
He was taken into custody and then to a hospital for assessment and treatment.
The IIO was notified about the incident and is now investigating.
There are two factors that the IIO considers at the beginning of each investigation:
- If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
- If there is a connection between the serious harm/death and police action or inaction.
If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.

Background
The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
