IIO Is Seeking Witnesses to July 2024 Arrest of One Man in Surrey (2025-035)

Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to the arrest of a man in Surrey on the morning of July 23, 2024.

Shortly before 1 a.m., officers with the Surrey Police Service and Surrey RCMP arrived at a call near King George Boulevard and 104 Avenue. Police were driving both marked and unmarked vehicles at the time.

Officers located a man in an alley running between 104 and 105 Avenues, parallel to King George Boulevard and arrested him. The man suffered injuries during the arrest. He was then taken to a police detachment where he was later released and afterwards driven to a hospital.

At around 9:30 a.m. that day, Langley RCMP responded to a call about the same man walking on Highway 1. After speaking with him, they noticed he was injured and took him to the hospital.

The Office of Police Complaint Commissioner was notified following the incident. In February of 2025, the IIO was notified of the incident and the Director of Police Services subsequently ordered the IIO to investigate further pursuant to s. 44 of the Police Act.

Investigators would like to speak to anyone who witnessed the interaction between the man and police officers on the morning of July 23, 2024, or who were near King George Boulevard and 104 Avenue around 12:30 a.m.

Specifically, they would like to speak to the occupants of a light-coloured compact car that drove past the incident, as well as the uniformed person driving a dark-coloured sedan that was parked at the location. People in both vehicles may have witnessed the interaction. It is also possible dashcams in either car may have recorded the incident.

Additionally, the IIO is seeking a man who was involved in the incident. He is described as approximately 6-feet tall with a lean build, black hair and tattoos on his face. He was last seen wearing sweatpants, a hooded sweatshirt and jacket.

Background

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
