IIO Provides an Update and Seeks Additional Witnesses to March 2025 Motor Vehicle Incident, Arrest in Downtown Vancouver (2025-084)

The IIO is now confirming the injuries sustained by the man driving the Dodge Charger involved in the incident meet the threshold of serious harm as defined in Part 11 of the Police Act.
The IIO is asking that anyone who saw any part of the incident between the man and police or who may have video footage of the arrest in the 1800 block of Pendrell Street, to contact the IIO to speak to an investigator.
IIO investigators have now interviewed several police officers and civilian witnesses. They have also collected evidence including records and video footage, and confirmed police used less-lethal force options during the arrest.
The IIO continues to speak with further witnesses and is seeking additional evidence, including video.

Incident Summary
Around 8:25 p.m. on March 29, 2025, Vancouver Police Department officers attended a parkade in the 1000 block of Denman Street and attempted to speak to the occupants of a white Dodge Charger who had reportedly been sitting in the vehicle for some hours. The Charger left the parkade and there was a minor collision with a police vehicle as it exited driving east on Nelson Street.
A short time later, there were two collisions involving a Charger subsequently confirmed to be the same one from the parkade. The first was with a gray Toyota Corolla near the intersection of Pendrell and Denman streets, and the second collision was a white Tesla Model 3 in the 1800 block of Pendrell Street.
Two men from the Charger were arrested, and the driver sustained injuries during the incident.
The IIO investigation into the incident continues.
Background
The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
