Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to an incident that occurred in Kamloops on May 4, 2026 around 5:30 p.m. in the 2100 block of Trans-Canada Hwy E.
Initial information provided by the RCMP states that an off-duty RCMP officer was in a store located in the 2100 block of Trans-Canada Hwy E., where he observed a woman striking items on store shelves with an edged weapon.
The off-duty officer attempted to intervene, but the AP left the store. The officer then followed the AP into another store located on the property and attempted to engage them.
On-duty officers arrived at the second store and an interaction occurred. During the incident police used less lethal force options and the AP sustained injuries.
The AP was taken to a local hospital but departed the facility against medical advice.
RCMP officers later located the woman and took her back into custody. She was medically assessed and found to have injuries that meet the threshold for notification to the IIO.
The IIO was notified the following day and launched an investigation.
There are two factors that the IIO considers at the beginning of each investigation:
- If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
- If there is a connection between the serious harm/death and officer action or inaction.
If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.

Background
The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
