Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to the arrest of a man in Port Coquitlam on November 20, 2025.
At around 6:30 a.m., RCMP officers responded to a call about person being assaulted at a home on the 1800 block of Coquitlam Avenue.
Police arrived and located a man and woman inside a home. They then attempted to arrest the man, leading to an interaction between him and officers.
After he was detained, the man went into medical distress and was attended to by paramedics at the scene.
BC Emergency Health Services then took the man in serious condition to the hospital by ambulance.
The IIO was notified on November 27, 2025.
Investigators are continuing to review evidence including medical records and have now determined there is a connection to officer action or inaction.
There are two factors that the IIO considers at the beginning of each investigation:
- If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
- If there is a connection between the serious harm/death and officer action or inaction.
If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.

Background
The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
