IIO Team Asserts Jurisdiction in Vancouver Police Department Case

SURREY – The Independent Investigations Office (IIO) confirms that it is investigating an incident that occurred in Vancouver on April 12, 2013.

At approximately 4:20 a.m., Vancouver Police Department (VPD) officers responded to a complaint in downtown Vancouver. According to the VPD, an adult male was located in the area and at 4:38 a.m., was arrested. During the arrest, the male affected person sustained a dog bite and serious injuries to his face. He was taken into custody and transported to hospital where he received medical attention for his injuries.

The IIO was notified at 12:14 p.m. on April 12, 2013. IIO investigators have been assigned to the case including a forensic specialist.

The IIO and the VPD are working within the terms agreed upon in the Memorandum of Understanding that was signed by the Chief Civilian Director and B.C.’s police services in July 2012. In particular, the MOU clarifies roles and responsibilities in those cases where there is a concurrent investigation. In this case, the VPD will remain responsible for any concurrent investigation involving the actions of the affected person.

As set by the Chief Civilian Director, the IIO’s goals are to conduct fair, unbiased, timely, thorough and competent investigations and ensure transparency through public reporting.
