NEW INVESTIGATIONS: JURISDICTION SUSTAINED

These are cases where the Chief Civilian Director has sustained jurisdiction and a full investigation is underway.

IIO 15-00o017 – Castlegar RCMP (Death)

On January 29, 2015, officers were responding to a driving complaint. During the attempt to check the vehicle, an officer discharged his firearm hitting an adult male. The affected person did not survive his injuries.

IIO 15-022 Chilliwack RCMP (Death)

On February 11, 2015, officers were responding to a complaint. They came into contact with an adult male and attempted to take him into custody. A CEW was deployed and the affected person became unresponsive. He did not survive.

IIO 15-028 Smithers RCMP (Serious harm)

On February 14, 2015, officers responded to a complaint involving an adult male at a residence. They located the affected person; he appeared distraught, in emotional distress and did not comply with officers’ commands. Officers used OC spray to assist in the arrest and the male was eventually taken into custody. During the interaction with officers, the affected person lost consciousness. He was transported to hospital where he remains.

IIO 15-031 Sidney RCMP (Serious harm)

On February 17, 2015, officers were responding to a complaint involving a youth who was reportedly in breach of conditions. According to the police, the youth (affected person) fled the scene prior to being taken into custody. He was subsequently located and transported to cells. It was later determined he had sustained a serious injury to his leg.

PRELIMINARY INVESTIGATIONS: PENDING JURISDICTION DECISION

These are cases where BC police agencies have notified the IIO of critical incidents – cases of potential serious harm or death where the affected person was or may have been in contact with officers. The Chief Civilian Director will sustain jurisdiction if serious harm AND a nexus or relationship between the injury and an officer’s action are confirmed. If the preliminary investigation does not establish serious harm and nexus, the Chief Civilian Director will release all jurisdiction.

REPORT TO CROWN COUNSEL

On February 19, 2015, the Chief Civilian Director forwarded a Report to Crown Counsel in relation to IIO investigation  14-029 (Ridge Meadow RCMP).
