Surrey, B.C. — The Independent Investigations Office (IIO) of BC is providing an update about a July 2025 arrest in Vancouver where one man was injured (IIO 2025-171).

At about 11:30 p.m. on July 10, 2025, police responded to a report of a man alleged to be breaking into the Denman Place Mall.

Two uniformed officers responded, who located and arrested the man on Nelson Street between Gilford and Denman streets. Physical force was used during his arrest and the man sustained injuries.

The affected person, a man in his 40s, has since been released from hospital and is recovering.

Canvassing and interviews of all identified witnesses are completed, as are interviews with officers and other professionals who attended the scene. The IIO is awaiting reports from specialist services that have been engaged to analyze evidence and provide more information.

Witnesses who provided a statement to the Officer of the Police Complaints Commissioner but who have not spoken to an IIO investigator are also asked to contact the IIO. In addition, the IIO has received information that a person believed to be a man on a bicycle or motorcycle who was travelling northbound in the 1800 block of Nelson Street may have observed the arrest, and the IIO asks this person to contact the IIO at their earliest opportunity.

Background

The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
