Surrey, B.C. – The Independent Investigations Office (IIO) of BC has concluded investigation 2023-318 into the death of a man in Vancouver.

On October 23, 2023, a man was arrested by members of the Vancouver Police Department (VPD) and lodged in cells. He was released from custody at about 9:55 p.m. the same night (October 23).

At about 2:35 a.m. October 24, 2023, BC Emergency Health Services (EHS) advised VPD that a man in medical distress had been located on Raymur Avenue under the E Hastings Street overpass. EHS attempted life-saving measures, but the man was subsequently pronounced deceased at the scene.

The man’s injuries were consistent with having fallen from the overpass onto the street below.

The Chief Civilian Director has reviewed the evidence – including medical and police information – and determined that there is no connection between police actions and the man’s tragic death. There is no evidence to support that police had grounds to believe the man posed a risk to himself or others following his assessment by medical personnel prior to his release from custody.

The IIO investigation is now concluded.

The IIO is the independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
