Surrey, B.C. — The Independent Investigations Office of BC (IIO) has now completed its investigation into the July 2025 arrest of a man in Vancouver (IIO 2025-189).

Around 1:30 p.m. on July 28, 2025, Vancouver Police Department officers responded to reports of a man stealing a package from a unit in a residential building on the 1200-block of West Cordova Street.

Police arrived and located the man inside the building, leading to an interaction where officers used force. The man was taken into custody where it was determined he had suffered injuries during the arrest.

He was then taken to a hospital for assessment and treatment.

The IIO was notified about the incident shortly after it occurred and began an investigation.

The chief civilian director has now reviewed the evidence collected by IIO investigators – including witness statements, medical records, photographs, video footage captured by body worn cameras, mobile phones, and CCTV systems, as well as police reports – and has determined that the man’s injuries do not meet the threshold of serious harm, as defined by the Police Act.

The IIO investigation is now concluded.

The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
