Surrey, B.C. — The Independent Investigations Office (IIO) of BC has now completed its investigation into the arrest of a man in Vancouver on January 29, 2025.
Shortly after 11:30 a.m., Vancouver Police Department officers responded to a call about an assault outside a residential building in the 2100 block of Wall Street.
After arriving, officers observed damage to the building’s lobby, later determined to have been caused by a man living there. The man had returned to his apartment unit when police arrived.
When officers went to speak to the man, they found him engaged in self harm. There was then an interaction during which officers used a form of less-lethal force to arrest him under the Mental Health Act.
The man was taken to the hospital for assessment and for treatment, including for an injury sustained during the arrest as well as self-inflicted injuries.
The IIO was notified by police the same day and commenced an investigation.
The delegate of the chief civilian director has reviewed medical evidence collected by IIO investigators and determined that the man’s injuries resulting from police actions do not meet the threshold for serious harm, as defined by the Police Act.
The IIO investigation is now concluded.
Background
The IIO is the Independent civilian oversight agency of the police in British Columbia. It investigates all officer-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
