Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to the arrest of a man that occurred in Kaleden (south of Penticton) on June 21, 2025.
Preliminary information states that at around 2 p.m., a man was driving an older model red Jeep on Twin Lakes Road near the intersection with Westview Road when the vehicle was involved in a rollover.
The man left the scene of the incident before Penticton RCMP officers arrived but remained nearby. Police eventually located the man with the use of a police service dog and arrested him.
He was then taken to a hospital for assessment and treatment.
The man later left the hospital but returned a few days later. He was pronounced deceased in the hospital on June 27, 2025.
The IIO was notified on April 20, 2026 by the BC First Nations Justice Council and commenced an investigation.
There are two factors that the IIO considers at the beginning of each investigation:
- If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
- If there is a connection between the serious harm/death and officer action or inaction.
If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.

Background
The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
