IIO Seeking Additional Witnesses to November 2025 Arrest in Surrey (2025-283)

Surrey, B.C. — The Independent Investigations Office of BC (IIO) is providing an update and seeking additional witnesses to the arrest of a woman in Surrey on November 2, 2025 (IIO 2025-283).

The woman attended the Surrey Police Service (SPS) district office in the Whalley neighbourhood to speak with officers and file a report.

Around 5 p.m., while speaking with police, there was an interaction between officers and the woman, and she was arrested outside the station, near the intersection of King George Boulevard and 107A Avenue.

SPS officers later released the woman with no charges and drove her to her residence. She sought medical treatment at a hospital later that day.

The IIO was notified of the incident by the woman in December and commenced an investigation, later confirming the woman’s injuries met the threshold of serious harm, as defined by the Police Act.

The investigation remains ongoing and the IIO is still determining if there is a connection between the serious harm and officer action or inaction.

To date, IIO investigators have canvassed for witnesses, obtained medical and other records, and collected evidence, including video footage.

They continue to review evidence and expect to conduct further interviews going forward. They are also appealing for any witnesses who have not yet contacted the IIO, to do so.

Background

The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
