Weekly Update: November 15 – November 22, 2013

New Investigations – Jurisdiction Sustained

On November 14, an adult female pedestrian was struck by an unmarked Vancouver Police Department vehicle driven by an on-duty officer. The affected person sustained serious injuries and was hospitalized for treatment. The IIO was notified on the same day and an investigation is underway.

On November 10, an adult male sustained serious injuries relating to bites from a police dog in North Saanich. The police dog was under the control of a Victoria Police Department dog handler, who was providing assistance to the North Saanich RCMP. The IIO was notified on November 15 and an investigation commenced.

On November 5, the IIO was contacted by the RCMP and advised that an adult male had made a complaint relating to an incident that allegedly occurred in August of this year. The affected person alleged that he sustained serious facial injuries after being stuck by an RCMP officer while in the Williams Lake cell block. After an assessment of the information provided by the RCMP, the IIO asserted jurisdiction on November 18.

On November 17, an adult male was involved in a motor vehicle collision with an off-duty officer of the Saanich Police Department, in Shawnigan Lake. The affected person was airlifted to hospital for urgent treatment. The IIO was notified on November 18 and an investigation is underway.

On November 18, the IIO was contacted by the RCMP and advised that an adult female had made a complaint relating to an incident that allegedly occurred on November 16. The affected person alleged that she sustained a broken wrist while a Kelowna RCMP officer was applying handcuffs to her. The IIO asserted jurisdiction on the same day.

On November 18, an adult male sustained serious injuries relating to bites from a police dog under the control of the Surrey RCMP. The affected person was immediately hospitalized for treatment. The incident was reported to the IIO without delay, and the IIO investigation is underway.

On November 18, RCMP officers responded to a complaint near a residence in Maple Ridge. They came into contact with an adult male who reportedly was the subject of a valid warrant, and the RCMP Emergency Response Team was called to assist. The male was eventually taken into custody after an officer deployed a Conducted Energy Weapon (TASER) on him. The affected person reportedly experienced medical distress. He was treated at the scene by paramedics and taken to hospital. The IIO was notified that evening and jurisdiction was asserted.
