Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to an incident that resulted in the injury of one man in Vancouver on July 11, 2026.
Preliminary information states that around 11:40 a.m., a Vancouver Police Department (VPD) officer was driving a marked police vehicle through a laneway running parallel to the 400-block of Main Street, between East Hastings Street and East Pender Street.
At one point, the police vehicle struck a man who was lying on the ground. The officer stopped and called for assistance.
Paramedics attended and the man was taken to a hospital for assessment and treatment.
Initially, the man’s injuries did not appear to be serious in nature. However, the IIO was notified by a member of the public on August 4 that the injuries may be more severe and began an investigation.
There are two factors that the IIO considers at the beginning of each investigation:
- If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
- If there is a connection between the serious harm/death and police action or inaction.
If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.
