Surrey, B.C. — The Independent Investigations Office of BC (IIO) is seeking witnesses to a motor vehicle incident that occurred on July 30, 2026, in Surrey.

Preliminary information provided by the Surrey Police Service (SPS) states that shortly after 11 p.m., an officer conducted a traffic stop on a vehicle travelling westbound in the 15600 block of 56 Avenue, east of 152 Street.

Police spoke to the man driving the vehicle, but he then ran from the scene. A short distance away, the man was struck by a vehicle travelling eastbound on 56 Avenue. Paramedics and members of the Surrey Fire Services arrived and provided aid, but the man was pronounced deceased at the scene.

The road remained closed for several hours.

The IIO was notified shortly after the incident occurred and has started an investigation.

Investigators would like to speak to anyone who was in the immediate area and witnessed the incident in Surrey Thursday evening or who has video footage, to contact the IIO.

There are two factors that the IIO considers at the beginning of each investigation:

  1. If there has been an injury that meets the threshold of serious harm, as defined by the Police Act, or a death; and
  2. If there is a connection between the serious harm/death and officer action or inaction.

If both conditions are met, the investigation will continue to examine all available evidence to determine what occurred. At the conclusion of the investigation, the chief civilian director will consider whether there are reasonable grounds to believe that an offence may have occurred.

The IIO is the independent civilian oversight agency of officers and detention guards in British Columbia. It investigates all incidents involving officers or detention guards that result in serious harm or death, whether or not there is any allegation of wrongdoing.
